About Hampshire County Council

Hampshire County Council (HCC) comprises of nine departments, Chief Executives, County Treasurer’s, Children’s Services, Environment, IT Services, Human Resources, Recreation and Heritage, Property Business and Regulatory Services (PBRS) and Adult Services.

County Supplies is one of four business units within the Business Services Group of PBRS, the others being Hampshire County Council Catering Services (HC3S), Hampshire Printing Services and Hampshire Transport Management.

With an annual purchasing turnover of over £120m, County Supplies is a self funding not-for-profit business unit; and acts as the buying agent for both internal customers, that is those departments that come under the County’s control, and external customers, those establishments that have their own delegated budgets.

Authorities in Partnership with Hampshire County Council

The Central Buying Consortium (CBC) is the largest local authority purchasing Consortium in the United Kingdom. With a combined spend on goods and services of circa £750 million, it has more than three times the buying power of any other local authority consortium.

The initial participants in the Contract have mainly been Hampshire County Council (County Supplies) and designated Property Services Partners, Educational Establishments, Fire, Police and non-profit making Community groups and voluntary organisations, as well as Portsmouth and Southampton City Councils and District Councils.

The Estimated Total Annual Expenditure of Hampshire County Council is estimated at between 500,000 and £32 million per annum (please see Appendix A for a breakdown of the projects). The number and value of projects will be subject to the affects of the Government’s comprehensive spending reviews.

There is a possibility that this spend may grow by 20% over the life of this contract.

• Suppliers who are also able to offer a range of equipment that will meet end-user requirements.

• Offer a selection of furniture choices in contemporary and ergonomic designs

• Provide quality equipment to suit a range of different requirements

• Take into consideration environmental concerns

• Provide solutions with sustainable designs

• Matching items to offer finishes to tie through

• Deal with projects outside of Hampshire in liaison with our Designers and Project Officers

• Provide Free of Charge samples for sample days for upcoming projects

• Develop new services to help save money

Offer the Complete Project Management Package

It was essential for Hampshire County Council that Clares were able to offer 100% of the requirement in terms of the FF&E Project Management and Installation Service and all of these services must be provided by inhouse expertise;

• Obtaining Quotations for completion of Schedule

• Storage of FF&E

• Delivery and Installation

• Snagging and Sign-Off

• Post Project Review

Clares are also expected to work in partnership with Hampshire County Council’s external Consultants, Building Contractors and Hampshire County Council’s internal Design Services, as well as any Pro5 and RIEP members who wish to access this framework contract.

“We asked Clares to come out and assist with sorting out our staff room and library seating. We found some old wooden framed chairs and got these re-upholstered and had all the library modular seating done at the same time. Clares were great and worked around the school holidays so we were not without seating during term time. All was completed during half term week and delivered back first thing on the Monday morning when school re-opened and kept inside our very tight budget”
